Customs Clearance in Dubai: Documents You Need and How to Avoid Delays

NHK Logistics LLC · 14 October 2026 · 6 min read · Updated 23 October 2026

Every shipment entering or leaving Dubai is declared to Dubai Customs. When the documents are complete and consistent, clearance is quick. When they are not, cargo waits in the port and storage charges add up. Here is what to prepare, whether your cargo comes through Jebel Ali or another entry point.

Core documents for import

  • Commercial invoice from the supplier, showing goods, quantities and value
  • Packing list matching the invoice
  • Bill of lading or air waybill
  • Certificate of origin
  • Permits or approvals for controlled goods (for example some food, chemicals or electronics)

Core documents for export

  • Commercial invoice and packing list
  • Export declaration filed with Dubai Customs
  • Certificate of origin when the buyer needs it
  • Export certificate for vehicles - see car shipping from Dubai

Why cargo gets held

  • Invoice and packing list do not match
  • Vague goods descriptions such as 'parts' or 'general cargo'
  • Wrong or missing HS code
  • A permit is needed but was not arranged before arrival
  • Documents sent after the cargo has already landed

For the full import process at the port, from importer registration and HS classification to duty, VAT, declaration types and inspections, read our Jebel Ali import customs clearance guide. Once customs releases the container, the collection and empty return are planned in the UAE container trucking guide.

How to avoid storage charges

Where the next step involves storage or a container transfer, agree the cargo's release status and permitted movement with the clearing team before booking the handling slot. The Jebel Ali warehousing and cross-stuffing guide connects that document handover with receiving, counting and onward dispatch.

Send the documents to your clearing agent as soon as the cargo ships. Our customs clearance team checks them before arrival, files the declaration, and arranges collection. If the cargo needs to wait, it can move to a bonded or general warehouse instead of sitting in the port.

Clearance can be booked on its own or as part of a full freight forwarding shipment. Ask for a quote.
