FCL Shipping from Dubai: Full Container Load Booking Guide

NHK Logistics LLC · 26 October 2026 · 8 min read

A full container load (FCL) gives one shipper the whole container: it is packed at one place, sealed once and normally not opened again until the consignee unpacks it, unless customs selects it for inspection. That makes FCL the usual choice for regular trade volumes, heavy goods, fragile or high-value cargo and shipments that cannot wait for a consolidation to fill. This guide walks through an FCL booking from Dubai with NHK Logistics' sea freight service, from sizing the cargo to returning the empty box at destination. If you are still deciding between a full and a shared container, start with our FCL vs LCL guide and the LCL companion below.

When FCL is the right service

  • Volume around half a 20-foot container or more, where paying for the box often costs less than paying per cubic metre
  • Dense cargo such as tiles, steel, machinery parts or bagged goods that reaches weight limits quickly
  • Fragile, high-value or easily damaged goods that should be handled as few times as possible
  • Fixed delivery dates, because an FCL sails on the booked vessel without waiting for other shippers
  • Cargo needing its own conditions: reefer temperature, dangerous-goods segregation, open-top or flat-rack equipment
  • Shipments where the buyer wants a single sealed unit and one bill of lading per container

Below those levels, an LCL consolidation is usually the better fit. Between the two, ask for both prices on the same cargo details: the comparison is often closer than expected once destination charges are included.

Size the cargo against the container

Start from an accurate packing list with the number of packages, dimensions and gross weight of each. As rough guides, a 20-foot dry container has around 33 cubic metres of internal space, a 40-foot around 67 and a 40-foot high-cube around 76, but cartons and pallets rarely fill every centimetre, so plan on usable space well below those figures. Weight is the second limit: the container's rated payload, the carrier's acceptance limit and road weight rules in the UAE and at destination all apply, and the lowest one decides how much you can load. Our sea freight from Dubai guide lists the special equipment types for cargo that does not suit a dry box.

Pallet footprints matter too. Standard and Euro pallets fit a container floor differently, and a loading plan that turns some pallets sideways can add a row. Share pallet sizes and stackability with the sea freight team so the count per container is worked out before booking, not at the loading dock.

Choose where the container is stuffed

FCL cargo is loaded in one of two ways. With factory or shipper stuffing, an empty container is delivered to your premises, you load it, and the truck returns it to Jebel Ali. This needs a site where a container truck can enter and park, a loading bay or forklift, labour and enough time inside the carrier's allowance. With warehouse stuffing, the goods are delivered to a warehouse near the port, received, counted and loaded there by the warehouse team, which suits cargo from several suppliers, loose cargo that needs palletising or sites without truck access. Our warehousing and cross-stuffing service handles the second route, and the warehousing and cross-stuffing guide explains how receiving and loading slots are planned.

Either way, the move between the port, depot and loading site is container haulage; the UAE container trucking guide covers truck types, port appointments and waiting time, and our land transport team arranges it.

The FCL booking timeline

  • Booking request: cargo details, container type and count, port of discharge, cargo-ready date and the trade term
  • Booking confirmation: vessel, voyage, empty release depot and the cargo, documentation, VGM and customs cutoffs
  • Empty collection: the container is inspected for damage, cleanliness and odour before it leaves the depot
  • Loading and sealing: weight spread evenly, cargo blocked and braced, seal number recorded and photographed
  • Export declaration and VGM submitted before the cutoffs
  • Gate-in at Jebel Ali within the cargo cutoff window
  • Shipping instructions submitted and the draft bill of lading checked
  • Departure, bill of lading release and pre-alert to the consignee or destination agent

Work back from the earliest cutoff, not the sailing date. A container that misses gate-in usually rolls to the next vessel, and the extra days at the terminal can trigger storage. The customs clearance team prepares the export declaration in parallel with loading so that it is released before the container arrives at the gate; our Dubai customs documents guide lists what is needed.

Verified gross mass and seal integrity

Every packed export container needs a verified gross mass (VGM) before loading. It can be measured on a calibrated weighbridge after sealing or calculated by adding the cargo, packaging, dunnage and lashing weights to the container tare printed on the door. The shipper on the bill of lading is responsible for the figure even when the forwarder submits it. The seal is equally important: the number on the container must match the shipping instructions and the bill of lading, and a broken or mismatched seal at destination can delay release while it is investigated.

Read an FCL quotation line by line

FCL quotations from Dubai are usually built from the same blocks. Comparing two offers is only fair when each covers the same blocks and states what is excluded.

  • Ocean freight per container, with the validity date and any surcharges listed separately
  • Origin charges: terminal handling at Jebel Ali, documentation, seal and VGM submission
  • Haulage between the depot, loading site and port, including waiting time allowances
  • Export customs declaration and any certificate of origin or permit fees
  • Destination charges: terminal handling, delivery order and documentation at the port of discharge
  • Free days for the container at origin and destination, and whether demurrage and detention are combined
  • Optional: cargo insurance, destination clearance and inland delivery

The trade term decides which of these lines are yours. Under FOB Jebel Ali the seller pays to load the container on the vessel, while under CIF or CFR the seller also pays the ocean freight. Our Incoterms guide explains the split, and the freight quote checklist lists the details to send so the quotation comes back complete.

Bill of lading options for FCL

An FCL can travel on a carrier's master bill of lading or on a house bill issued by an NVOCC or forwarder. A house bill can offer a consolidated schedule across carriers and a single point of contact, which is explained in our NVOCC services guide and on the NVOCC services page. Agree the release method early: original bills need to be couriered and surrendered, a telex release lets the carrier release once the shipper authorises it, and a sea waybill is non-negotiable and released to the named consignee.

Destination: free time is decided before the vessel arrives

Most FCL cost overruns happen after arrival, when a container waits for documents, duty payment or a truck. Send the commercial invoice, packing list and certificate of origin to the consignee or broker before the vessel arrives, confirm the import clearance plan, book the delivery truck and the unloading slot, and return the empty container to the nominated depot as soon as it is unpacked. For containers coming into Dubai, our Jebel Ali import customs clearance guide covers the declaration and release steps, and the Jebel Ali customs clearance page explains the service.

On busy lanes such as Dubai to Pakistan, FCL is common for traders moving regular volumes, and our Dubai to Pakistan shipping guide covers the documents the receiving side usually asks for.

Request an FCL quote from Dubai

Send your shipment details to NHK Logistics with the cargo description, packing list or total weight and volume, the preferred container type, the port of discharge or delivery address, the cargo-ready date and the trade term. The team will confirm the container plan, schedule and cutoffs and combine the booking with customs clearance, stuffing, haulage and freight forwarding where needed. If the volume turns out to be small, we will price an LCL alternative as well.
