Every vessel call in Dubai runs through a local agent, and every agent appointment comes with a money question: who appointed the agent, what will the call cost, who pays which part and how the final figures are proven. Owners, operators and charterers who settle those points before the vessel arrives have far fewer disputes afterwards. This guide explains the agent roles and the disbursement cycle behind NHK Logistics' shipping agency service. For the operational side of the call itself (pre-arrival information, berth, cargo and departure) read our port call coordination guide.
Owner's agent, charterer's agent or protecting agent
The party that appoints the agent decides whose interests the agent represents. Under many charter parties the charterer nominates the agent at the load or discharge port, while the owner may appoint a separate protecting agent to watch over the owner's interests during the same call. Knowing the role from day one tells everyone who receives the cost estimate, who approves extra services and who gets the final account.
- Owner's agent: appointed and paid by the shipowner or operator; handles the full call, crew matters, husbandry and the owner's costs
- Charterer's (nominated) agent: appointed under the charter party; handles cargo operations and port costs the charter places on the charterer
- Protecting agent: appointed by the owner alongside a charterer's agent; reports independently on time, cargo and costs to protect the owner's position
- Husbandry agent: handles crew changes, spares and supplies only, while another agent manages the cargo call
Write the appointment down: vessel name, ETA, port and terminal, the appointing party, cargo operations, any husbandry items and the address for the cost estimate and invoices. A short written scope stops two agents doing the same job, or each assuming the other one is.
What a proforma disbursement account (PDA) covers
The proforma disbursement account is the agent's estimate of the costs of the call, issued before arrival so the appointing party can fund it. It is built from the vessel's particulars, the expected time alongside and the services ordered, and it should list each item separately rather than as one total.
- Port dues and charges based on the vessel's tonnage and expected stay
- Pilotage, towage and mooring or unmooring
- Berth, anchorage and terminal-related charges where they apply
- Documentation, clearance and authority fees
- Launch hire, transport and communication costs
- Husbandry items ordered for the call, such as crew changes or spares delivery
- The agency fee, shown separately from third-party costs
A PDA is only as good as the information behind it. Send the agent the vessel's tonnage certificate details, LOA and draft, the cargo quantity and the planned operations, and update them if the ETA, berth or cargo changes. Cargo-side costs such as stevedoring, customs clearance and container handling are usually quoted separately because they follow the cargo contract rather than the vessel.
Funding the call before arrival
Agents normally ask for the PDA to be funded, fully or partly, before the vessel arrives, because port and service providers expect the agent to pay them during the call. Agree the funding rule at appointment: how much is paid in advance, by when, in which currency and how bank charges are handled. Late funding is one of the main reasons a call is delayed, because suppliers and authorities do not release services against an unfunded account.
Tracking costs while the vessel is alongside
Calls rarely go exactly to plan. Waiting at anchorage, a shift between berths, extra tug use, overtime or an added crew change all change the final figure. A good agent reports those changes as they happen, asks for approval before ordering services outside the original scope and keeps a running cost record in the statement of facts alongside the time log. The same live record helps when the call also includes vessel husbandry such as crew changes or spares.
Closing with a final disbursement account (FDA)
After the vessel sails, the agent issues the final disbursement account: the actual costs, each one supported by a supplier invoice or receipt, set against the funds received. The balance is then refunded or invoiced. Check the FDA line by line against the PDA and ask for an explanation of any line that moved by more than an agreed margin.
- Every third-party cost backed by a voucher or invoice copy
- Port and authority charges matched to the actual time and tonnage
- Extra services matched to a written approval
- Agency fee as agreed in the appointment
- Funds received, balance due and bank details clearly shown
Where cargo and documents meet the agency account
The vessel account and the cargo file are separate, but they touch at release. Delivery orders, manifest corrections and container release depend on the cargo side being paid and documented, which is where the NVOCC or carrier, the consignee and the clearing agent come in. For containers moving through Jebel Ali customs clearance, keep the bill of lading, delivery order and customs declaration aligned; our NVOCC booking and bill of lading guide explains how the carrier documents fit together. For heavy or oversized units, the agency and project cargo teams also agree crane, berth and lifting costs ahead of the call; see the project cargo heavy-lift guide.
Shipping agency appointment checklist
- Appointing party and agent role (owner's, charterer's, protecting or husbandry)
- Vessel particulars, ETA, port, terminal and planned operations
- Address for the PDA, funding deadline and currency
- Approval limit for extra services during the call
- Contacts for the master, operator, charterer and cargo receivers
- Format and deadline for the FDA and supporting vouchers
Appoint NHK Logistics as your agent in Dubai
Send the vessel details, ETA, appointing party and planned operations through the shipping agency page or the contact form. NHK Logistics prepares an itemised PDA, coordinates the call with port-side stakeholders, reports changes as they happen and closes with a supported FDA, while our sea freight and freight forwarding teams can handle the cargo side of the same call.
